Guess what?  An Iranian citizen can attend university for free.  Yep.  Of course, it's not a very good university.  Do you think the U.S. should make college tutition free in some state schools?  Keep Princeton, Harvard for the elite who can afford it but bring back a state sponsored system that allows pooer people to get a good education?
