The Pew Center on the States Organization; recently released their study on incarceration statistics. According to data gained from thier sources, 1 in 100 people will experience incarceration in 2008. Arrests projected 1 in 9 black men, 1 in 15 18 & older, Hispanic males 1 in 36 18 & older in 2008.
Black women age 35-39 1 in 100, Hispanic women 35-39, 1 in 297, white women 35-39 1 in 355, all men 18 ,or older 1 in 54 and all women 1 in 265. 1 in every 53 people 20 -29 is incarcerated. Texas has the highset prison number and florida expected to increase, reaching close to 125,000 inmates by 2013.
States put out an estimated $50 billion a year and the federal government spends $5 billion more based on Pew's report.
I propose that peace officers and ticket officers over the next 10 years remain free from arrests quotas , and ticket quotas. This practice influences excessive force, repeat arrest, and aids racial profiling.
Officers should serve the public because they have a passion to implement justice. not to be rated successful on arrests that may have been motivated with corrupt measures to insure a quota has been met to continue employment, whereby their families have financial security.
The age of arrest has gotten younger as the repeat offenders ultimately received life sentences, mostly, minorites. New York has had a decreased in arrests, but they have made prison stays longer.
The system and community alike must establish post incarceration programming that allows prisoners to earn an income to avoid committing crimes to gain money to feed their children and satisfy restitution. These programs cannot be the conventional establishments that present an image of hope and success yet deliver a load of frustrating obstacles to achieve them.

Just checking my comments. Thanks for your response but what will make the difference in your future and others is to sign the petition. We have been talking ideas the past 50 years. The petition continues to raise that point of jobs and second chances. It continues to ignite questions and answeres to reach resolutions. Thanks for your response consider the impact your voice has. Do research and add your knowlege to this site. I challengfe eveveryone to get involved here on this petitionby adding information from your personal reserach. EARLY RELEASE AT LEAST TO A HALF WAY HOUSE SO THEY
CAN GET THEMSELVES A JOB TO MAKE THEIR OWN MONEY
TO GET THE HARDSHIPS OFF THEIR FAMILIES ESPECIALLY
WHEN THE ONLY WIDOW DISABLED PARENT CAN HARDLY
KEEP THEIR SELF UP AND STILL HAVE TO HELP THEIR
RELATIVE.ALSO THE OVER CROWDING OF PRISONS AND
ALL THE IN TAXES IT TAKES TO KEEP THEM THERE.

It's sad that our government is so greedy that they have to casually pull over a driver, without just cause, so they can screen them, and find anything they can to make their quotas. I believe it's time people realistictly become more aware of our own government, than a terrorist, after all, our government is actually doing more harm to its citizens, than any other organization.

Did you see the 3 guys in philadelphia who got beat by officers and they were not even the right criminals. People! that was beyound a quota. That was racial and individuals who needed a person to release the violent nature within them. Thats real.
You agree the system should be changed but you didn't sign the petition to be a part of that change. The death of shawn bell and the fact that he was still found by his parents in the hospital on his gerny hand cuff. states the police officers who shot him up. the one who hand cuffed him got a quota credit. how sad. That could be you or your folks. I don't think whites are exempt anymore.
