Description:
For many sailors cruising is a way of life. Some are getting away from the world while others enjoy the ability to live anywhere at anytime. This way of life is being targeted with increased fees and annual inspections as the Department of Environmental Protection, and others, crack down on environmental issues by placing the burden on liveaboards. This affects those in marinas, on moorings, or at anchor. This would not only affect permanent liveaboard residents but possibly transients who might only spend a few months a year in one location. Many cruisers budgets simply do not allow for expensive dock slips and targeted inspection just because they live on their boat or hang out for months.

Aside from any quantifiable impact that liveaboards and transients might have, the cost to boaters would no doubt climb, the freedom to sail to and stay at various locations would fall, and those who make money off boating (including governments) would see a decline in revenues. I suspect that the environmental impact of pleasure boaters in general and liveaboards/crusers in particular would be like the impact of a motor scooter on the nation's total oil consumption. They choose to go after the little guy (us) because they can!
Responsible boaters should not have to pay anything extra in regards to protecting the environment. Its a difficult thing to measure or benchmark, but there should be some kind of "credit score" based on a checklist of things boaters could do to help the environment, and with such achieve higher scores and be exempt from other fees.
